The report emphasizes that Ukraine remains a primary country of origin for victims of trafficking, with many exploited both domestically and abroad. The ongoing war, intensified by Russia’s aggression since 2014 and the full-scale invasion in 2022, has significantly increased trafficking risks. Victims are primarily subjected to labor exploitation, followed by sexual exploitation, involvement in criminal activities, and exploitation in armed conflict. A Council of Europe report from June 12, 2025, acknowledged Ukraine’s legislative efforts to ensure victims’ access to justice and compensation but recommended improvements in victim assistance, protection, and child-friendly proceedings. Over 700,000 individuals are reportedly affected by trafficking in Ukraine, underscoring the scale of the issue amid the conflict.
