The investigation revealed breaches of the Gambling Act related to the Kombilotteriet lottery, specifically a lack of control over outsourced telemarketing firms. These firms employed aggressive sales tactics, targeting elderly consumers with undue pressure and misleading subscription offers, and continued contacting individuals who had opted out. The authority deemed these violations serious, issuing a formal warning alongside the fine. In response, the SAP halted all telephone sales, terminated ties with the subcontractor, replaced the CEO and board members of Kombispel, and commissioned a review of marketing and governance procedures. The regulator emphasized that these corrective actions do not excuse the breaches, underscoring the responsibility of license holders.
