EU leaders emphasized continued support for Ukraine’s military needs and its EU integration process, with discussions on an 18th sanctions package against Russia stalled due to opposition from Hungary and Slovakia. The EU also extended its road transport agreement with Ukraine until the end of 2025 to facilitate trade and aid delivery.
